Both. Pacifico Group is a holding company. Underneath sit five operating brands: Pacifico RMS (compliance SaaS), Pacifico Capital (financing for regulated sectors), Pacifico DR (disaster recovery), Pacifico.AI (the AI compliance layer, in development), and Berrify (a verified contractor marketplace). The agency arm engineers the operation, the software arm runs it.

The federal metric that matters is disallowed costs. When an auditor reviews a closeout and decides a cost was incurred outside cost principles, that cost is disallowed and clawed back. Across 3,500+ closed projects, Pacifico has yet to surrender one. That is what the number measures.

The agency arm is built for prime recipients managing federal grants at $5M and up. The software arm, Pacifico RMS, is self-serve and starts much lower, so a smaller operator can adopt the same audit controls without the full engagement.

The opposite. The system is delivered to be operable by your own team. The software platforms are licensed independently, and you keep your data. Pacifico's posture is to make itself removable, not indispensable.

Pacifico.AI is the AI layer that sits across all four operating platforms. It reads regulations, monitors workflow events, and scores audit readiness in real time. It is in active development, not yet generally available.
